Research: The project begins with a comprehensive mapping and needs analysis phase, executing desk and field research through multi-stakeholder focus groups and online questionnaires. This initial stage establishes a shared baseline of current training offers and sectoral gaps across Europe, providing an empirical foundation for a strategic roadmap and socio-professional occupational profile mapped to ESCO guidelines.

Development: Building directly on this research, the development phase utilizes a highly participatory co-design approach. Representatives from healthcare providers, VET institutions, and regulatory bodies collaborate in regional workshops to shape a modular qualification structure aligned with EQF, ECVET, and EQAVET benchmarks. This standardized syllabus transcends traditional clinical training by comprehensively blending clinical care with interpersonal communication, ethical decision-making, green organizational values, and dedicated digital competence modules focused on modern telemedicine and remote patient monitoring.

Implementation: The final phase moves into pilot testing and cross-border deployment via an integrated hybrid learning model. To optimize flexibility and accessibility, theoretical digital frameworks are delivered online, while hands-on clinical and interpersonal skills are validated through high-impact, one-week transnational mobility windows. A rotational mobility scheme allows mixed cohorts of international and local students to test the modules under the guidance of peer-reviewed trainers. Learning outcomes achieved during these mobility periods are evaluated and formally validated using micro-credentials, Europass Mobility documents, and the European Digital Credentials for Learning (EDCL) infrastructure, ensuring automatic mutual recognition and long-term educational sustainability across the EU
